The most exciting announcement, contrary to the timing projections circulating prior to today, is the permission to allow food delivery from restaurants. Buying local was encouraged by Minister Patel. A curfew will be introduced, from 20h00 to 5h00 daily.<\/p>\n<p><!--more--><\/p>\n<p>The unlocking of the Lockdown from the current Level 5 to Level 4 from 1 May 2020 was announced by President Cyril Ramaphosa in an address to the nation two days ago, allowing a number of industries and services to reopen, outdoor exercise, the sale of cigarettes, all\u00a0subject to strict conditions.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"RsseotlLTh\"><p><a href=\"https:\/\/www.chrisvonulmenstein.com\/blog\/cape-town\/corona-virus-president-ramaphosa-announces-phased-in-unlocking-of-lockdown-commencing-with-level-4-on-1-may-2020\/\">Corona Virus: President Ramaphosa announces \u2018phased-in\u2019 unlocking of Lockdown, commencing with Level 4 on 1 May 2020!<\/a><\/p><\/blockquote>\n<p><iframe title=\"&#8220;Corona Virus: President Ramaphosa announces \u2018phased-in\u2019 unlocking of Lockdown, commencing with Level 4 on 1 May 2020!&#8221; &#8212; Whale Tales Blog\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" src=\"https:\/\/www.chrisvonulmenstein.com\/blog\/cape-town\/corona-virus-president-ramaphosa-announces-phased-in-unlocking-of-lockdown-commencing-with-level-4-on-1-may-2020\/embed\/#?secret=RsseotlLTh\" data-secret=\"RsseotlLTh\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p>In an excruciating introduction, Minister of Corporate Governance and Traditional Affairs Nkosazana Dlamini-Zuma spoke for about 90 minutes, first in English and then repeating it all in Zulu, and repeating a lot of information which our President communicated so eloquently on Thursday evening. The key new points she expanded upon for Level 4 are the following:<\/p>\n<p># \u00a0Lockdown levels can return to Level 5, even in specific areas, if the case numbers grow.<\/p>\n<p># \u00a0 One may not visit friends<\/p>\n<p>#. \u00a0Exercise is allowed under strict conditions, gyms remain closed, and no organised walking or jogging is allowed. The conditions will be announced on Thursday.<\/p>\n<p># \u00a0 A curfew was mentioned, but no times mentioned, working people having to return home after work.<\/p>\n<p># \u00a0 Persons 60 years and older should try to work at home and stay at home \u2018<i>as much as it is possible\u2019.<\/i><\/p>\n<p>&nbsp;<\/p>\n<p>Minister Patel spoke about classifying industries on the basis of four factors:<\/p>\n<p># \u00a0The risk of transmission<\/p>\n<p># \u00a0The impact of the sector on the economy<\/p>\n<p># \u00a0 The contribution to the economy<\/p>\n<p>#. \u00a0The promotion of community well-being, allowing those who are most vulnerable to earn an income.<\/p>\n<p>The Minister said that a balance between getting back to work as quickly as possible with health is fundamental. A phased return to work is planned. If the risk is reduced, then the Level can be lowered.<\/p>\n<p>To prepare for getting to Level 4, the following is required:<\/p>\n<ol>\n<li>\u00a0Greater workplace testing<\/li>\n<li>The workplace must be prepared for the health of the employees<\/li>\n<li>Focusing on the core parts of the economy.<\/li>\n<\/ol>\n<p>In addition to Essential Services of Food production and retail, Financial services, some Mining, Media, and Call Centers, the following industries and businesses will reopen at Le el 4 on Friday, getting 40% of the workforce back at work:<\/p>\n<p>1. Agriculture, Forestry and Fishing, including the transportation of livestock. Wine export was not addressed. Wine exports will be addressed by Minister Patel on Tuesday, it was announced in question time.<\/p>\n<p>2. \u00a0Partial (20%) reopening of Manufacturing, including the following sectors:<\/p>\n<p>. \u00a0 Child and adult clothing<\/p>\n<p>. \u00a0 Blanket and bedding<\/p>\n<p>. \u00a0 Computers and mobile phones<\/p>\n<p>. \u00a0 Cars and related components<\/p>\n<p>. \u00a0 Hardware<\/p>\n<p>. \u00a0 Construction<\/p>\n<p>. \u00a0 Stationery products<\/p>\n<p>3. \u00a0Retail and wholesale<\/p>\n<p>. \u00a0 Winter goods<\/p>\n<p>. \u00a0 Educational books<\/p>\n<p>. \u00a0 Tobacco products<\/p>\n<p>. \u00a0 IT products<\/p>\n<p>4. \u00a0Mining<\/p>\n<p>. \u00a0Open-cast mining<\/p>\n<p>5. \u00a0 Services<\/p>\n<p>. \u00a0 Professional services, including accounting, legal, engineering etc<\/p>\n<p>. \u00a0 Call centres<\/p>\n<p>. \u00a0 Recycling of waste<\/p>\n<p>. \u00a0 Civil engineering<\/p>\n<p>. \u00a0 Road Bridge projects<\/p>\n<p>6. \u00a0Restaurants and
